Depending on local conditions the Rules
Committee may establish Local Rules which will be in effect for
a particular event and will supersede the USGA Rules of Golf for
that stipulated round of play.
These
Local Rules may be established for reasons of abnormal course
conditions, inclement weather, seasonal circumstances or other
conditions which may arise from time to time. These rules
are intended to promote fair play among all competitors for the
events being contested.
Any Local Rules in effect for a particular
event will be prominently posted on the board prior to the start
of the event. It is the players responsibility to check
the board prior to play to determine which (if any) Local Rules
may be in effect.
Some of the more commonly used Local
Rules are listed below:
Roll The Ball
In Your Own Fairway
- This rule (which is typically used in
winter and/or early season events) allows players to roll
the ball out of a divot or for any other reason to provide
that all competitors have a decent lie in the fairway for
their next shot.
- The ball may not be cleaned and
placed in the fairway, it must be rolled with a club, and
cannot be rolled any closer to the hole
- Balls in the rough, a hazard or in a
fairway which is not your own may not be rolled
Lift, Clean
and Place
- This rule (which is typically used in
winter and/or early season or bad weather events) allows players to lift
the ball through the green, clean it, and place it back in a
position no closer to the hole while in your own fairway.
- Balls in the rough, a hazard or in a
fairway which is not your own may not be lifted, cleaned or
placed
Smooth and
Place in the Traps
- This rule (which is typically used in
winter and/or early season or bad weather events) allows
players to lift the ball when in a sand trap, rake the sand
below the ball to create a soft, even bed of sand to place
the ball on prior to hitting the next shot.
Leaf Rule
- This rule (which is typically used in
late fall when heavy leaf accumulation is evident in
some areas on the course). The rules committee may
establish certain areas of particular holes where this rule
applies, and may not be in effect throughout the entire course.
- The rule is intended to speed up the
pace of play as follows:
- If a ball is hit into an area of
heavy leaf accumulation where the leaf rule applies, and cannot be located within 5
minutes, the player may drop a ball in the edge of the
fairway at a distance that was most likely achieved by his
previous shot. He may then play his next stroke from
there with a 2 stroke penalty.
- The effect of this rule is that the
player loses 1 stroke to the penalty, and 1 stroke for the
distance, however he is able to improve his position to the
edge of the fairway.
- This rule does not apply in wooded
areas with heavy accumulations of leaves year round.
Other Rules
- This committee may at its sole
discretion create other Local Rules to cover unforeseen
conditions and circumstances which may arise throughout
the course of the season.
- These rules will always be posted on
the board before the start of play for all players to review
prior to the event.
